I. GENERAL
1. National Debate Competition 2009 (NDC 2009) is hosted and organized by Himpunan Mahasiswa Ekonomi dan Studi Pembangunan Fakultas Ekonomi Universitas Padjadjaran (HIMA ESP FE Unpad)
2. The Committee has full authority to modify, change, add, delete, if necessary of these rules. The decision will be final and can’t be changed or debated.
3. All debates will be conducted in English
II. ELIGIBILITY
1. Each University may send two teams at maximum.
2. The debaters should be enrolled as full time students in university, proven with his/her Student’s Card
3. Each team consists of three persons. All members of a team should come from the same university.
4. The committee has the right to give sanction to any person or university participating in the NDC 2009 when the person or university violated the rules
III. FORMAT OF COMPETITION
1. The competition will use The Asian Parliamentary Format
2. The competition will be conducted in two phases:
a. The Preliminary Phase
b. The Elimination Phase
3. In the preliminary phase, there will be four rounds of debates. This phase will use the half competition system and the elimination will implement True Power Matching.
4. All teams will start on an equal placing with the pairing for the first round being done randomly by lottery. For the subsequent rounds, the team will be graded on the basis of the results of all the preceding rounds of the phase. The following grading criteria will be considered in decreasing order of priority.
a) Victory Points (Win-Loss Record, 1 point for a win and 0 for a loss)
b) Cumulative Margin (Diffrence of cumulative marks in favor of and against the team)
c) Cumulative Total Team Score
d) Computer Randomization
5. At the end of this grading for each round, the top two teams will meet each other; the next two teams will meet each other and so on.
6. The top of eight teams at the end of four rounds of the preliminary phase will qualify for the elimination phase.
7. The case building time is 30 minutes, there would no additional time.
8. There would no replacement of debater in case one member of a team can not join the match. The uncomplete team may only compete in preliminary round and automatically not eligible to join the elimination round.
9. A team will be automatically lost a round for being late in maximum 10 minutes after case building finished.
IV. REGISTRATION
1. The registration fee for NDC 2009 will be Rp. 750.000 per team
2. Registration Time is started from February 1st 2009 to April 30th 2009.
3. The participants will be limited for 24 teams, with “first come first serve” basis. The registration will be closed if the number has been fulfilled before the registration time is over

5. Please fill out the registration form and send back via email to: nationaldebatecompetition2009@ymail.com, together with:
a) One copy of Student’s Card
b) One copy of transfer from the bank
6. Motions will be published a month before the competition (April 8th 2009) in indodebaters@yahoogroups.com or will be informed in our website www.esp-unpad.com
